Centre for Communication Impact’s (CCI’s) Procurement and Procedures require that we establish approved suppliers through compliance with our Procurement and Related Policies. CCI’s HR Unit requires support in recruitment services (applications handling, shortlisting, coordinating and conducting interviews, interview reports and placement recommendations). CCI therefore invites interested service providers to submit proposals to be considered for this service.


The purpose of this Request for Proposal (RFP) is to solicit proposals from potential Service Provider with minimum B-BBEE status level 2 for the provision of Recruitment and related services. This RFP document details and incorporates, as far as possible, the tasks and responsibilities of the potential Service Provider required by CCI. This RFP does not constitute an offer to do business with CCI, but merely serves as an invitation to bidders to facilitate a requirements-based decision process.

Scope of Services

The Service Provider should be able to supply an extensive range of services to the highest standards, avoiding risks and costs to the organisation and be able to support CCI with recruitment and related services for positions in Free State, North West and Gauteng for a period of 1 year from the date of engagement.

Scope Activities
Advertisement  (where required) ·       Post CCI Vacancies widely in all relevant Platforms as requested.
Coordinate and Handle Applications ·       Application handling, ensuring that all received CVs are recorded.

·       Register and create a long list for all applicants.

·       Shortlisting of candidates as per CCI’s minimum Job Spec requirements and share recommendation with CCI Management.

Coordinate Interviews ·       Plan, coordinate and schedule interviews for CCI.

·       Contact candidates and inform them of the interview details.

·       Share interview Schedules with applicants and CCI Management

·       Communicate with candidates the outcome of the interviews

Screening of Candidates The Service Provider should be able to screen applicants and verify / confirm:

·       Qualifications and Professional Membership

·       A candidate’s identity

·       Citizenship status including work permits etc.

·       Driver’s license, where applicable.

·       Credit record, where applicable.

·       Employment history.

Reporting ·       Draft interview and placement reports for sharing with CCI Management.

·       Ensure all processes are recorded and accounted for.

Post Placement Management ·       Manage any possible appeals and grievances from applicants

·       Ensure proper closure of vacancies.

·       Manage any matters that may arise and ensure risk is mitigated

The Service Provider should offer a user-friendly and paperless process that accounts for all the processes as detailed above.


General Conditions for Applicants

  • It should be noted that CCI reserves the right to accept or reject any application made by a prospective service provider.
  • CCI reserves the right to verify any information contained in the applicant’s submitted documents through internal vetting processes. Any discrepancies which may arise during this process may result in the applicant being unsuccessful.
  • Applicants who have failed to submit the minimum requirements will not be considered.
  • All relevant attachments must be attached to the email along with the rest of the required documents.

Supplier Selection

  • Suppliers will be selected based on B-BBEE rating, Experience, Proof of Capacity and Price along with completeness of Requested Documents as indicated under “Minimum Requirements”.

Conditions on Successful Engagement

  • Once successfully engaged as a service provider, you will be subjected to ongoing performance reviews and could be terminated if the required service levels are not met.
  • The onus shall rest upon the applicant to inform CCI of any changes to the status and or information of their business, in which case certified proof will be required to effect the changes. CCI will not be liable for any consequence whatsoever which may arise due to the failure of an applicant to update their information on the database when any change occurs in the business information which affects this application.
  • It is important for all applicants to note that the successful engagement will not guarantee the applicant any business opportunities.

Minimum Requirements  

  • Company and Intellectual Property Commission (CIPC) of South Africa Company Registration.
  • Original Valid Tax Clearance Certificate.
  • Certified ID copies of all Directors of the company.
  • B-BBEE Certificate (Level 2 Preferred) or Sworn Affidavit (Depending on the turnover).
  • Stamped Bank details.
  • Brief company profile (2 pages maximum).
  • Must be able to support CCI in Gauteng, North-West and Free State).
  • Proof of relevant Accreditation/Certificate.
  • At least 3 reference letters from companies where similar services have been rendered in the past 24 months. NGO experience preferred.
  • Motivation indicating capacity and experience in the area applied for (2 Page).
  • Completed Quotation Template (supplied).
  • Completed Supplier Registration Form.

Instructions for Email Submissions:

  • Submissions should be made to procurement@ccisa.org.za no later than the 20th of May 2022 (17:00)
  • The subject of the email must read “Recruitment Services Proposal”
  • Outcomes for this application will be communicated no later than the 24th of May 2022
  • No physical submissions will be accepted.
  • Late applications will not be considered.
