Location : Pretoria (CCI’s Head Office)

Reporting : Position reports to the Contracts and Grants Manager

Duration : October 2025 – 31st of March 2026 (Extension depending on funding availability)

Organisational Background

Centre for Community Impact (CCI) www.ccisa.org.za, formerly known as Johns Hopkins Health and

Education in South Africa (JHHESA), is a South African local Health and Social Behaviour Change and

Communication organisation, which is also registered as a local Non-Profit Organisation (NPO) in the

Kingdom of eSwatini (formerly Swaziland). Since CCI’s early years under the stewardship of the Johns

Hopkins University’s Centre for Communication Programs, CCI has been at the forefront of the

response to Gender Based Violence (GBV), HIV, TB and STIs in South Africa. The mission of the

organisation is to be a human rights-based organisation that uses evidence to localise policies into

impactful actions, develops communication strategies that transform and inspire resilient

communities; for lasting strategic solutions on gender inequality, HIV, health, climate crisis, and other

Summary

The Senior Grants, Compliance and Risk Officer is responsible for overseeing all grants and contracts,

ensures consistency with the Programme budget throughout the grant/fund period. The Senior

Contracts and Grants Officer supports the Contracts and Grants Manager in grantmaking operations

and support the development and implementation of grantmaking processes, systems, and tools

needed to track and manage Global Fund grantmaking. This position will be responsible for

stewarding and accompanying applicants, grantees, and external stakeholders through Global Fund

grantmaking process, grants implementation and managing entire grantmaking portfolios. The

position specifically stewards CCI’s grantees.

Primary Responsibilities:

Risk Management and Mitigation

Support the conducting of annual risk assessments.

Ensure that the outcomes of the risk assessments have been captured on a risk register within

a month of finalization of each risk assessment exercise.

Follow-up and ensure that preventative measures that were identified to mitigate risks have

been implemented throughout the organization.

Assist in the planning and conducting of anti- fraud and corruption employee awareness

programmes which will be implemented during the year.

On an on-going basis, review and ensure that the internal controls in the organization are

adequate and compliant to the relevant policies, donor requirements and statutory

legislation.

Contribute to the drafting and implementation of an annual audit plan of CCI and its respective

Sub Recipients.

Compliance Management

Participate in the awareness campaigns in rolling out new / and revised policies to staff, as

scheduled.

As per schedule, conduct internal financial control weaknesses during departmental reviews.

Review program report to ensure compliance with program description and targets.

Conduct necessary procurement and finance reviews to ensure that all transactions are in line

with CCI policies and funder regulations.

Keep track of submission deadlines for all statutory compliance licenses.

Monitor and guarantee adherence to governance requirements outlined in the Companies

Act and King Code IV principles.

Ensure compliance with grant regulations at all times.

Timely provision of accurate information for the compilation of funder reports

Address funder queries in a timely manner

Compile monthly risk and compliance report

Donor Compliance Management (Sub-Recipients)

Conduct training on Donor rules and regulations to all Sub-Recipients (SR).

Conduct at least two audit visits per year in respect of each Sub Recipients and analyse the

findings to identify shortcomings and make recommendations to the Contracts and Grants

Manager within a week of each audit.

Ensure audit visit reports are submitted to each Sub-Recipient timely and follow up for

remedial actions if any.

Follow up on all monitoring reports to ensure that recommendations are implemented.

Ensure that monthly SR financial reports are submitted on time, expenses are reviewed, for

accuracy and completeness, and all supporting documents including GL, vacancy rates, assets

information, payment vouchers, invoices, and bank statements are submitted.

Timely identify, communicate, and resolve in-eligible expenses and queries emanating from

financial reports.

Contracts Management

Maintain contracts and grants database track contract/grants performance to ensure CCI sub

recipients comply with sub-contracts and sub recipient agreements signed.

Support the Contracts and Grants Manager with the development of Service Level

Agreements and contract and grant agreements.

Support the Contracts and Grants Manager in grants making process.

Compile information on contract and grants management (new contracts, expiring contracts,

extensions, and terminations) and keep a live tracker

Qualifications and Experience

Bachelor’s Degree in Accounting, Auditing or related.

5 years’ experience in a Financial Accounting environment.

VAT and Income tax experience.

Competencies:

NGO work experience will be an added advantage.

Must be always open and honest, upfront, proactive, able to apply one’s mind.

Must be able to handle pressure.

Strong numerical skills.

Excellent organizational and administrative skills.

Strong analytical skills.

Attention to detail and high level of confidentiality.
